Approved agreement to reject oil operations in the Essequibo

The Energy and Petroleum Commission of the National Assembly approved an agreement rejecting the oil operations in the claim area of ​​the Essequibo, by the Government of Guyana, which violates the Geneva agreement of 1966 and Article 10 of The Bolivarian Constitution of Venezuela, which clearly establishes the Venezuelan territory.
The draft agreement was tabled by the vice-president of the parliamentary body, deputy for Zulia, Elías Matta, who explained that as stipulated in Article 5 of the Geneva Agreement, no resource can be exploited if there is no agreement between both nations.
Deputy Matta said the Guyana Government carried out the expansion of oil prospecting operations in May 2015, in which Exxon-Mobil reported a discovery at the Liza-1 well on the Stabroek Block. Likewise, on November 17, 2016, the commercialization of the same was announced, estimating its recoverable resources between 800 million and 1.4 billion barrels of high quality crude oil belonging to the coastal waters of the Essequibo, whose sovereignty belongs to the Bolivarian Republic of Venezuela.
"On January 12, 2017, ExxonMobil, through a press release, announced an oil discovery at the Payara-1 exploration well within the Stabroek Block, which is owned and operated by a subsidiary of ExxonMobil (45%), whose other partners in this project are subsidiaries of companies Hess (30%) and Nexen (25%), respectively. The Stabroek Block occupies an area of ​​26,800 square kilometers, which extends from territorial waters of Guyana to territorial waters of Venezuela. The maps and existing data consulted about the Payara-1 well indicate that it is located within the territorial waters of the Zone in Venezuelan Essequibo, he argued.
He said that there are intentions of continuing to exploit other blocs, because it is known that there is high quality oil there, and therefore considers it urgent to approve this agreement that urges the national Government to implement the relevant diplomatic measures before the Republic of Guyana in defense of Territorial Sovereignty. We also urge the national government to send this agreement to Dag Halvor Nylander, who was appointed Personal Representative of the Secretary-General of the United Nations for Border Controversy between the Cooperative Republic of Guyana and the Bolivarian Republic of Venezuela on February 27, 2017, to order immediately to suspend all operations carried out within the maritime area corresponding to the territory in claim until the dispute is resolved.
He stressed that the agreement establishes a strong protest by the National Assembly to the Parliament of the Republic of Guyana to learn about the unilateral decision of its government to authorize such oil operations, breaching the Geneva Agreement and violating the Bolivarian Constitution of Venezuela. And to send the agreement to the diplomatic bodies located in the country to inform their governments about this violation of national sovereignty and violation of agreements and ignorance of treaties between sovereign nations by the government of the Cooperative Republic of Guyana.

Venezuela is one of the world's most backward countries politically. They have border problems with all their neighbors, and even with Grenada in the Caribbean Sea.
They still cling to colonial politics, where everything claimed by Spain is theirs "by right" - the same Spain that they supposedly liberated themselves from.
This time, however, they may have bitten off much more than they can chew. Already the pariahs in the western world, they now choose to show the world how backward and bullying they are, by coveting what is, obvious to everyone but them, clearly outside their territorial waters. In this they join the likes of China, who claim the entire South China Sea, stretching to the shores of Indonesia and the Philipines - hundreds of miles away.
The oilfield in question lies off Georgetown and stretches eastward to the Corentyne. Venezuela is effectively claiming all the waters outside Guyana and some outside Suriname. Thus, ships sailing from Miami or London, for example, cannot get to Georgetown without crossing Venezuelan waters, per Venezuela.
All they need to do to "legitimize" this, of course, is to pass it through the Venezuelan congress.

Don't you find it strange that oil was only found in Guyana after the Chavez govt ran foul of the Americans? I'm willing to lay coin that if Venezuela installs a govt that is friendly towards US interests, the oil will go away.

Plentiful oil in Guyana would suit the US, regardless of Veno politics. Competition for oil markets will tend to lower oil prices and help the US conserve on its strategic reserves.
It would be important to the US only that a US company controlled Guyana oil. By the same token, the US would want the Guyana oil industry to be efficient - again to help lower international oil prices.
