WASHINGTON President Trump will sign a double-barreled executive order Tuesday that will clamp down on guest worker visas and require agencies to buy more goods and services from U.S. companies and workers.
Trump will sign the so-called "Buy American, Hire American" executive order during a visit to Snap-On Tools in Kenosha, Wis., Tuesday, said two senior administration officials who briefed reporters on the order Monday. The officials spoke on condition they not be identified because the cabinet-level officials who could discuss the matter on the record were unavailable.
Specifically targeted: The H-1B visa program, which allows 85,000 foreign workers into the United States each year to take specific high-skilled jobs with U.S. companies. The program is popular with the information technology industry, which Trump has accused of "importing low-wage workers on H-1B visas to take jobs from young college-trained Americans."

Recently read an article where the CEOs of American Steel Cos. said that it will cost more to produce Oil pipelines than if they were imported! Go figure!

As far back as 2007, I attended the Carnegie Mellon School of Computer Science graduation Ceremony where 24 people graduated with their PhD in Computer Science. They were from mainly 2 countries South Korea and India and there was not a SINGLE AMERICAN!!!!!!

How things have changed.
I recall during the Reagan/Bush era when a Republican politician was making the rounds (Sunday Talk Shows) promoting the idea of importing academically and otherwise qualified workers. When challenged on the prospect of displacing similarly qualified Americans, the justification was that the imports were a lot less costly and thereby good for Business.
He won over the masses.

I have to disagree with you on this. The policy change will ensure where we have the talent outsiders are not given the jobs over us. Where there is a shortage outsiders will be brought in.
It makes sense given our thrust to drive real employment.

Am I an outsider, being a US Citizen for the last 22 years notwithstanding?
I also recall a woman in Georgia complaining on television that the job she wanted was given to a green-card holder. Under the revised policy, will green-card holders only get employed when all available US citizens are exhausted?

Where the context of 'attended' = 'was present at' (non-participant)
Additionally, "where 24 people graduated" effectively excludes self.

US grandaunts in medicine don't want under-served market jobs. Most head to the bigger markets, leaving a gaping needs in smaller communities.
1000's of small towns in USA have H1-B doctors (on route to permanent residency). They advertise the post for 3 months, then fill with Visa hires.

Interestingly, not for doctors. Hurts tech most.
matter was specifically addressed in recent White House statements.
H1B now will mean ADVANCE DEGREE holder and above. The entire cap is around 68,000 H1 visa per year, so small business and tech companies will suffer hard by this new mandate, where as a person with [graduate] advanced degrees will actually have a better chance.
The visa cap usually gets used up in 4 days each year.....

But aren't they the ones who trumpeted and continue to trumpet Trump's cause?
Returning to my item of who is an outsider, the new policy is bound to lay the foundation for discrimination. With those who think they have first dibs on all new employment as well as advancement not necessarily having the productive acumen, standards and accountability are bound to suffer.
Luckily yours truly is fast approaching that age...

The country was and is still is being built on immigration. These policies will stunt the growth of the US especially in technology, science and medicine.
