Lemme assk a stewpid question!

Cannot the Ministries of Education provide after school tutoring or what I knew to be 'lessons'...across WI region? Also, cant they build the US equivalent of Boys & Girls Clubs? It's simply mind boggling of the number of gangs in some of WI territories as per population of those said territories.

It is "said territories", not "set territories", Duncie. But you make a good point. More money and focus should be directed to after-school and extra-curricular activities as the things you mentioned. ...Most especially for boys.
