People confuse this stuff all the time....Congress actually refers to all Branches of Government....Eecutive, Legislative (Which includes both Senate and House) and Judicial.
People sometimes use congress to refer to the Legislature....and sometimes just the house or just the Senate.
It actually refers to all three. People also seem to think the three branches are executive, House and Senate....not realizing that the House and Senate are part of the same Branch of Government...just different jobs within the Branch.

This precisely why The Chief Justice of
the USA Supreme Court will preside over the Impeachment Case of Trump when it
comes to the Senate .
So the Case to Impeach Trump is currently being held in the House of Representatives . There is absolutely no doubt that He will be Impeached , due to the fact that currently the
House of Representatives is controlled
by the Democrats .
Once he is impeached , his trial will
be held in the Senate , the Chief Justice of the USA always presides
over Impeachment Trials .
So in essence, the 3 Branches of Congress are always involved in the Impeachment of Presidents ; fortunately Impeachment of Presidents do not occur frequently .

Secondly, much like your "misunderstandings" about Congress - it is clear you don't have a clue about aviation matters. Even though I am a private pilot with keen interest on the topic, I know better than to engage you on THAT particular subject.
